The article is dedicated to the study of the Denezhnyi stol (Money department) as one of the units of Razriadnyi prikaz in the second half of 1670s. The author examines various financial and economic measures undertaken by the Money department in order to ensure the work of the Razriadnyi prikaz as a state body. The study of all these activities is based on the archival materials of RGADA (Russian State Archive of Ancient Acts). Key words: state management, ‘Razriadnyi prikaz’, finances, XVII century, office-work (accounting). Matkhanova, N.P. The Joining of the Amur Territory in the Notes of Contemporaries. The paper presents the description of diaries, memoirs and travel notes of the eye-witnesses of the First Amur expeditions (rafting, ‘splav’) in 1854–1959. These expeditions marked the genuine joining of the Amur Territory to Russia and anticipated its legal securing by the Peking (1858) and Aygun (1860) treaties. Mentioned notes give an overview of heroism and obstacles, energy and mistakes of leaders and common participants, of N.N. Murawiev-Amursky’s role in the described events. Composition of this memoirs complex, dedicated to the Amur epopee, demonstrates historical consciousness of Siberians and their will to translate this experience to contemporaries and descendants. Key words: the Far East, joining of the Priamourie, memoirs. Toomanik, E.N. Bible Translation by the Decembrist Murawiev. For the first time in scientific practice the author investigates the history of the Bible translation by Decembrist A.N. Murawiev and fills a gap in the studies of secular Russian Bible translations of the XIX century. Author considers the Bible translation by Murawiev as the development of his Decembrist ideas, the way to state his civic position in the epoch when any official Bible translation was banned (1826–1856). In addition the Christian-philosophical outlook of the Decembrist, strongly connected with his liberal ideas, is examined. Murawiev’s Bible translation is both a part of Russian spiritual history and Russian liberalism. Saints Innokenty of Irkuts and Dimitry of Rostov: Canonization and Formation of the Hagiography. The article investigates origins of St. Innokenty of Irkutsk hagiography in the context of history of this saint’s canonization. Range of hagiographical sources which have formed the basis for the first Life is discovered. The influence of St. Dimitry of Rostov’s Life onto this literary monument is displayed. Key words: saints, canonization, hagiography. Rynkov, V.M. Revolutionary Method of Forest Exploitation: Consolidated Report of the Altai District Forestry Wardens in the Summer of 1917 (Publication of the document). The published document is accompanied by an introduction and comments. The Report contains the detailed description of rural disorders in the Altai district’s forest areas in spring – summer of 1917. The document reveals reasons and character of peasant disturbances and allows to evaluate ecological damage to south-western Siberia forest areas. Most of geographical names and timber resources, mentioned in the document, are described and commented. Keywords: Altai district, revolution of 1917, forest exploitation, Siberian peasantry, rural disorders. Petrov, S.G. Soviet Censorship and the Appeal of Patriarchy Tihon in 1923. The letter from the Glavlit (Supreme censorial institution of the country) to the Antireligious Commission at Central Committee RKP(b), unknown before, is published and analyzed in the article. The letter is dedicated to the censorship of the appeal to the clergy and parish, written by patriarchy Tihon after his discharge from the Lubyanka prison in 1923. The mechanism of Bolsheviks’ participation in this letter’s composing, the methods to obtain permission for publication from Russian Orthodox Church are brought to light. Mentioned letter allows to understand better three top secret decrees of the Antireligious Commission connected with the team-work with the Glavlit. Key words: Russian Orthodox Church, censorship. Il’yinykh, V.A. The Dynamics of the Sown Areas in Siberia in 1917–1929s: Sources of Reconstruction. The paper proves the validity of the amendments introduced into agricultural census in 1920s and caused by the wrong calculation of the sown areas. Peasants minimized the real sown areas in their personal croplands in order to ease the weight of taxes. Improved evaluative methods had to determine the amount of wrong calculations and led to the correction of the accepted statistical indexes. However the researchers did not take in account the changes in correction factors. As the result they used incommensurable data while forming the dynamic number of the sown areas. The author revealed documents with adequate data and proposed more correct dynamic number. Key words: agriculture, New Economic Policy, peasantry. Isoopov, V.A. ‘It Was the Fantasy If Not Worse’: Methods of Falsification of Statistical Sources in 1930s. Deliberate distortion of statistical materials related to the quantity and movements of the soviet population in 1930s was widely used by the central and local authorities to conceal demographic consequences of the famine in 1932–1933. Author analyzes methods of falsification, social and political after-effects of this process which has resulted in repressions against the soviet statistical institutions’ personnel. Гуманитарные науки в Ñèáèðè, ¹ 2. 2008 ã. Poberezhnikov, I.V. Economic Modernization: The Review of the Theoretical and Methodological Approaches. The paper analyses the conceptual schemes of economic modernization offered by W. Rostow, N. Smelser, A. Gerschenkron, E. Hagen. Although the authors advert mainly to the internal factors in explaining economic modernization, each one accentuates different aspects while interpreting features of the given process. Rostow, guided by the analysis of economic variables, depicts stage linear process of movement from the traditional society to the society of ‘high consumption’. Within Smelser’s approach, based on structurally functional differentiation, the process of economic modernization is interpreted as inevitable and evolutional. A. Gerschenkron pays attention to the influence of spatial and temporal (historical) conditions on dynamics and features (mechanisms) of modernization. In Hagen’s concept attention is drawn to the history of separate social groups which is considered as the significant factor of the following modernization. From ‘Uchenie ratnoie’ to ‘Science of Victory’: Military Book in Russia in the XVIII Century. The paper summarizes the information about military book printing in Russia in the XVIII century. Special attention is given to the development of the military book-printing as departmental publishing system in charge of providing printed material for the Russian Army and the Navy. Key words: book printing, typography, military editions. Novikov I.A. The Attempts to Reorganize the Management of Nerchinsk factory at the Second Half of the XVIII Century. On the basis of published and archival documents (significant part is put into scientific circulation for the first time) the paper investigates the attempts to reorganize the management of Nerchinsk factory at the second half of the XVIII century. Key words: metallurgical production, ore deposits, silversmelting works, central and local administration, mining district, chiefs of mining administration. Burnasheva, N.I. Fine Credit as the Basis of Cooperation Development in Pre-revolutionary Yakutiya. The paper is devoted to the history and activity of fine credit institutions in pre-revolutionary Yakutia. The role of credit institutions in the development of local economy is investigated on the basis of archival sources. Basic stages of the credit system’s formation are determined. The author reveals debatable questions which have appeared during the evolution of fine credit establishments, describes the character of assimilation of the rural population to financial operations. Public Organizations in Tomsk Province (‘Guberniya’) in March, 1917 – November, 1918. On previously unexplored material the author reveals and defines the activities of public organizations in Tomsk Guberniya during March 1917 – November 1918. In addition quantitative indicators, features of interactions with authorities and political parties are determined and the level of the organizations’ influence on public life is investigated. Key words: public organizations, Tomsk province (‘Guberniya’), revolution. Shishkin, V.I. Notes to the History of Forming the Council of Ministers of Russian Provisional Government (24 September – 13 October of 1918) The article gives an overview of main directions and results of the struggle between Russian Provisional Government and Siberian Provisional Government around principles and sources of All-Russia Council of ministers formation . Due to objective conditions and also to the hard pressure from Siberian Provisional Government Russian Government could not fulfill its rights of collective dictator and has lost a part of prerogatives even before the selection of ministers took place. Key words: Russian Provisional Government, Directory, Council of ministers, Provisional Siberian Government, Administrative Council. Simonov, D.G. Creation of Armed Forces of Provisional Siberian Government in the Urals in the end of May – the beginning of July 1918. The article is focused on the overthrow of Soviet authority in the Urals in 1918, the forming of anti-Bolshevik detachments and their consolidation with military forces of Provisional Siberian Government. Author concludes that Ural armed forces increased military potential of Siberian Army and helped to place relatively painlessly Chelyabinsk and Ekaterinburg regions under authority of Siberian Government. Finally position of Omsk in the struggle to create All-Russia government in eastern part of the country were strengthened. Territorial Disputes Between the Urals and Siberia in the Process of Region-Building (the Early 1920s): Geopolitics in Regional Interior. The article examines reasons, nature, and dynamics of the territorial disputes between Ural and Siberian authorities during the region-building campaign (1921–23) as the reflection of contradictions in comprehending goals and optimal forms of establishing the oblast units. The themes in focus are politic and economic conditions of territorial contests’ escalation, positions and arguments of both parties, the role of Gosplan in the disputes’ resolution. The author concludes that under the NEP conditions territorial disputes in regions have mirrored alternative methods of spatial, economic and political organization of Russia. Grebenschikov and Eurasianism: Fragments the History of Siberian Public Idea of First Half of the XIX Century. The article examines unexplored problem of correlations between the Eurasianism and Siberian ‘Oblastnichestvo’. The author attempts to answer the following questions: whether Siberian ‘oblastniki’ had eurasiatic traits, whether G.D. Grebenschikov was interested in the Eurasianism and in what ways his ideas had developed? Author’s contribution to the elaboration of the subject is the research of the letters, newly found in GARF, from G.D. Grebenschikov to K.N. Tchkheidze, the reconstruction of their relationship with Prague’s eurasianists, the analysis of Eurasian aspects in Grebenschikov’s works, particularly in the ‘Siberia. The country of Great Future’. 132 Tsyrempilova, I.S. ‘Renewal’ split in Russian Orthodox Church of the Baikal region of Siberia in 1920s. The article presents an attempt to examine features of the ‘renovationist’ (obnovlenchestky) split in Russian Orthodox Church of the Baikal region of Siberia in 1920s on various facts. Basic tendencies and dynamics of the ‘renewal’ process are determined along with its quantitative and qualitative characteristics. The process of restoration is shown in the example of Irkutsk and Transbaikal eparchies. Key words: Russian Orthodox Church, state and church relations, Baikal Siberia. Ushakova, S.N. The Shakhty Trial: Problems of Study. The author analyses the results and the contemporary tendencies in the studies of the Shakhty trial. The attention is focused on historical works devoted to such questions as the mechanism of framed-up charges, the organization of the trial and its ideological accompaniment, the image of ‘enemy’, the role of the Shakhty trial in the inner-Party struggle and in state policy concerning the intelligentsia. Despite achieved results the author regards the possibility of further research as limited by complicated access to the documents of Politburo and OGPU. Author investigated plans to build socialistic cities (‘sotsgorod’) in Siberia where the life of people would be organized on the principles of the socialization and the basic type of dwelling would be housescommunes. However due to the ‘residual principle’ of social sphere’s financing the undertaken efforts to carry out these utopian projects were unfulfilled, communal flats became the basic type of habitation in old and new cities. The paper is devoted to ‘The Kharbin Operation’ of NKVD related to the period of The Big Terror. The scale and specifics of the repressive campaign implemented within the framework of the NKVD order ¹ 00593 of 20 September 1937 is analysed on the basis of NKVD statistics and investigation files. Soviet Economy Under the Special Services’ Control: The Activities of NKVD-NKGB on Industrial Objects of Novosibirsk Region During the Great Patriotic War. The paper investigates activities of UNKVD-UNKGB departments in Novosibirsk region aimed to afford safety on the regional industrial enterprises during Great Patriotic war (1941–1945). Controlinformation and administrative-preventive measures of territorial NKVD-NKGB departments in charge of safety are examined on the basis of departmental and party documentation. The Problem of Stalinist Political Repressions (1928-1953) in Post-Soviet Historical Researches in Krasnoyarsk Region and Khakassia. The paper is supposed to ascertain the extent of scrutiny of the political repressions during 1928–1953 in post-soviet historical research Shirokov, A.I. ‘The Dalstroy’ as the Institution of Colonization of the North-Eastern Russia. The paper examines the mechanism of making decisions by the superior Party and State establishments of the USSR (Politburo of Central Committee of All-Union Communist Party, Council of Labour and Defence, Council of People’s Comissars of the USSR) and their practical realization by the punitive organization of OGPU-NKVDMVD of the USSR, which resulted in the creation of extraordinary institution ‘Dalstroy’ in the North-East of the country (Kolyma). Due to its special status the primary task to develop natural resources of the region was solved using the labour of prisoners and methods of non-economic compulsion. Key words: ‘Dalstroy’, colonization, North East of Russia. Markdorf, N.M. The Camp personnel and the Guard of Foreign Prisoners of War in Western Siberia (1945–1949). Within the framework of the article the problems of the personnel maintenance and the guard of foreign prisoners of war in the camps of Soviet Ministry of Internal Affairs in Western Siberia (1945–1949) are analysed. These problems were considered and solved both on state and regional level. During the period of production activity of the West Siberian camps the measures concerning prisoners of war has allowed to cope with the staff difficulties, to use more efficiently the camp contingent in Soviet economy and to decrease the number of escapes since the 1947. Genina, E.S. The Campaign Against Cosmopolitism in Omsk (1949–1953). The article is devoted to one of the variants of the campaign against cosmopolitism in the USSR. The author reviews the attack on Omsk brainpower. Features of Omsk ‘doctors’ case’ are defined. The research is carried out with the use of some of the repressions’ data. Social-demographic features of the building industry’s personnel are represented in the paper. Repatriants from Chinese People’s Republic to the ‘Virgin Lands’ Region (1954–1962) The paper deals with the scope of inflow of migrants to the ‘Virgin Lands’ region in connection with the repatriation program from Chine in 1954–1962. Key words: Virgin Lands, repatriants from Chine, planned migration. Savitsky, I.M. The Forming and the Development of the Atomic Industry in Siberia in Conditions of The Cold War (1948–1965). The author investigates previously unexplored activities of government structures, research institutes, industrial and building organizations in Siberia during The Cold Waron the basis of published materials. Their activities were focused on extremely fast construction and rapid launching of atomic industrial complexes. Top secrecy and complicacy of the process of nuclear weapons’ production demanded strict deadlines, fast assimilation of the newest high tech, building-up both industrial and social infrastructure. Documents prove that Siberia at that time became the main center of the country’s atomic industry responsible for production of Plutionium, Uran-235 and other components of thermonuclear weapon. State Policy of Forming and Fastening the Population in Areas of New Industrial Development in Siberia (1950–1980s): Problems of Study. The paper proves the necessity to research the problem of state policy and state activity, aimed to increase and fasten the population in areas of new industrial developing of Siberia. The author considers general level of the theme elaboration in Russian and foreign historiography and presents possible aspects of research. Key words: population, adaptation, state policy. 133 Slavina, L.N. Birth Rate of Rural Population of Eastern Siberia in 1960 – the Beginning of 1990s. The paper examines reasons of the depopulation in modern Russia. Features of the birth rate (the main constituent of depopulation) are investigated on materials of Eastern Siberia rural population during the life-time of one generation. The analysis is carried out on a background of similar processes in RSFSR countryside and in comparison with cities of the region. The general and peculiar traits in modernization of Siberian and Russian birth rate models, their difference from developed countries are determined. Current statistics and materials of census allow to conclude that external factors played determinative role in reproductive process in rural regions during post-soviet time. The historical experience in realization of ‘Baikal-Amur Main line’ (BAM) program is explored in the article. The article investigates the transformational process of the social and economic policy of Republic Buryatiya and Republic’s state authorities on the verge of the USSR collapse in circumstances of material sources’ deficit, broken economic connections, disintegration of All-Union market. The author attempted to analyze main features of the process, to discover problems which the Republic had to solve. Публикуются статьи, материалы обзорного и информационного характера, рецензии, хроника и т.п. 2.Рукопись статьи должна быть подписана автором (авторами) с указанием имени, отчества, должности, служебного адреса, места работы, телефонов, электронной почты. 3.Объем статьи не должен превышать 0,5 п.л.
