Covid Payments Cut: Union Demands Reversal
On July 15, the Russian Government issued a decree cancelling nearly all previously adopted COVID payments
for healthcare workers. By the new rules, medics fighting the pandemic will receive an additional compensation
at 25% of their salary, but which positions are entitled to this payment will be at their discretion of regional
health ministries. The Russian Health Worker Union is challenging the obvious injustice of the new approach.

Causes and Consequences of Moral Distress in Nurses
A growing body of research on moral distress in nurses suggests that most nurses suffer when they are unable,
for a variety of reasons, to take the ethically appropriate action in respect of their patients and colleagues, which
undermines their overall well-being and quality of life.
MANAGEMENT SOLUTIONS
Provider Experience with Outpatient Cancer and Palliative Care
City polyclinic No. 2 in Ulan-Ude, Republic of Buryatia, is the region’s major provider of cancer care and main
provider of outpatient palliative care, operating the largest mobile palliative care service for children and adults
in Buryatia. The polyclinic has developed an innovative approach to early detection of neoplasms.
Finding Solutions to Challenging Problems
Standard operating procedures (SOP) are step-by-step instructions designed to help even novice nurses avoid
critical mistakes in challenging situations. This article discusses the process and outcomes of introducing SOPs at
the Anesthesiology and Resuscitation Department of Regional Hospital No. 4 in Krasnokamensk, Trans-Baikalia.

This column is about the work of Russia’s largest professional association of nurses. Established in 2015, the
Union of Health Worker Organizations brings together 170,000 medics from 35 professional associations.
Quality Champion 2021 National Award Winner
On August 12, the Quality Champion 2021 National Award ceremony was held at the Russian Chamber of
Commerce and Industry. Irina Levina, President of the Union of Health Worker Organizations, was one of the
five recipients of this new award.
Heroes of Our Time 2022
A professional competition was held in the Central City Hospital of Sibay, Republic of Bashkortostan, timed to
coincide with three holidays: Emergency Medicine Day, International Day of the Midwife, and International
Nurses Day.
Nursing Profession Today
On June 23, Yekaterinburg hosted Nursing Profession Today, an online regional forum timed to coincide with
World Health Worker Day, to discuss the outlook for the nursing profession, new organizational technologies,
the importance of communication competences in the workplace, and approaches to caring for nurses’ physical
and mental health. The event was attended by more than 3,000 practitioners from across Russia.
School for Operating Room and Anesthesiology Nurses Held in Nizhny Novgorod
The Nursing in Surgery and A&R training event for nurses, co-organized by the Nizhny Novgorod Regional
Ministry of Health, the regional nursing association, and others, focused on nurses’ experience during the
COVID-19 pandemic.
