Healthcare Workers Need Protection from Criminal Liability
Members of the State Duma’s Public Health Committee are now debating a new bill to replace the term
«medical service» in the law by that of «medical assistance.» According to the authors of the bill, this will
protect healthcare workers from criminal liability under Article 238 of the Criminal Code (provision of
services that do not meet consumer safety and health standards). But is this really the case?

The autumn session of the VIII International Nursing Summit was held on 13-16 September 2022. Its
theme «Good Health is the Goal, Hand in Hand with Patients» emphasizes the need for effective nursepatient
communication and a team-based approach to patient care as key factors of good outcomes and
quality of life.
MANAGEMENT SOLUTIONS
Multidisciplinary Approach to Managing Geriatric Patients in Outpatient Care Setting: Role for
Nurses.
Older patients often suffer from multiple mutually aggravating chronic conditions which worsen health
outcomes. Unless hospitalized, such patients usually need continuous, long-term, and comprehensive
observation in an outpatient setting. At City Polyclinic No.15 in Samara, most of this work is performed
by nurses.
Introducing Medical Cleaning at City Perinatal Center
It is generally accepted that quality healthcare today is impossible without state-of-the-art medical
cleaning. The City Perinatal Center in Ulan-Ude has set up a dedicated disinfection facility equipped
with an innovative cleaning system.
NEWS FROM HEALTH WORKER ORGANISATIONS UNION
This column is about the work of Russia’s largest professional association of nurses. Established in 2015, the
Union of Health Worker Organizations brings together 170,000 medics from 35 professional associations.
International Recognition of Russian Medical Training System
The European Quality Leader Award ceremony was held online in Brussels to honor the 2021 finalists from
four countries: Norway, the Czech Republic, Portugal, and Russia, represented by Sverdlovsk Regional
Medical College.

On 3-4 October 2022, Moscow hosted the XXVII International Conference «Elderly Patient: Quality of
life.» Timed to mark this year’s International Day for Older Persons, the conference promotes high quality
and respectful professional care for the elderly and a better awareness of their challenges and needs.
Women and Newborns at the Heart of Midwifery
A conference under this title was held in Samara to discuss the role of midwives in preventing postpartum
complications, as well as measures of HAI prevention in midwifery clinics, current approaches to caring
for preterm babies, and other matters.
Innovative Training Techniques Implemented in Tobolsk Medical College
Providing better training quality through effective use of state-of-the art teaching and learning methods
is a top priority for Tobolsk Medical College named after Volodya Soldatov.
Role of Nurse in Ophthalmology Diagnosis and Treatment
An online conference was held in Samara to discuss the role of nurses in ophthalmology. The event was
organized by the Samara Regional Nurses Organization jointly with the Samara Regional Ministry of Health.
